Several rule changes proposed for 2014

The FIA is considering several rule changes for the 2014 season, including the addition of a pole position award, permanent numbers and mandatory two-stop races.

All three ideas mentioned above will be tabled for discussion at the next F1 Strategy Group meeting, scheduled to take place on December 9th.

According to AUTOSPORT, the proposed introductions of a pole position trophy and a switch to permanent numbers were discussed at last month's meeting - with Christian Horner, Ross Brawn, Stefano Domenicali, Eric Boullier, Martin Whitmarsh and Claire Williams in attendance. 

The suggestion of the a trophy for the most pole positions came out of a discussion about whether or not one point should be awarded to the driver for pole position, like it is in feeder series like GP2. It was rejected by a number of team principals, so FIA president Jean Todt proposed the creation of the 'FIA Pole Man of the Year' award.

It will be given to the driver with the most pole positions in a season. If there is a tie, the driver with the most second place starts will be awarded the trophy. If the rule was already in place, Sebastian Vettel would have won it in four of the last five seasons, with Hamilton taking home the award in 2012. A proposal has been put together by the Strategy Group for approval at its next meeting.

Another potential rule change for 2014 is the introduction of permanent numbers for drivers. The current system, which has been in place since 1996, awards the team who runs the champion from the previous year with cars number one and two - Vettel and new team-mate Daniel Ricciardo in 2014. Following that, teams are allocated numbers from their championship position from the previous season.

However, it could be scrapped in favour of permanent numbers whereby a driver keeps the same number through their whole career, with it only changing if they win the drivers' title - where they would receive the number one. A similar system is used in other motorsport series like MotoGP and could be used for better marketing. 

Charlie Whiting would be tasked with implementing the regulation but changes would have to be made to ensure drivers with a lower number would not gain an advantage, as currently if no one sets a time in qualifying the grid is decided numerically.

In addition to those two changes, the idea of mandatory two-stop races will also be discussed at the next Strategy Group meeting. Pirelli suggested the idea earlier in November.

If it is approved by the Formula 1 Commission and World Motor Sport Council, drivers will be forced to pit twice during a race. Furthermore, they will not be allowed to complete more than 50 per cent of the race distance on the 'prime' tyre and 30 per cent on the 'option' rubber.

All proposed changes discussed in this piece will be debated at the next Strategy Group meeting and if they are accepted, they will then go to the Formula 1 Commission and World Motor Sport Council for ratification.
